PRE-DESIGN REQUESTS

Definition: Requests for utility locations for design and/or survey purposes only. NO EXCAVATION is taking place within 10 days of the request.

Pre-Design Request is a non-excavating locate request. It does not fall under the Idaho Code Damage Prevention Act. However, it is just as important as a request. Knowing where existing utilities are underground when planning future projects assists in proper planning at the time of excavation of the project. Pre-design can many times eliminate relocation of existing facilities at a later time.

Pre-Design Requests have a 7-day response time. Within the first two days, underground facilities owners will call the requestor to make arrangements on marking or providing maps. The additional 5 days are allowed for the utility to mark the site if those are the arrangements made.

Handle Pre-Design Requests in the following manner:

Will you be potholing?

IF PRE-DESIGN LOCATE IS SENT TO LOCATION COMPANY:

If the Pre-design locate is sent to a Locating Company (example: ELM Locating, Inc. or Gem State Locating) it is the responsibility of the Locating Company to contact the caller and/or utility to get prior approval for marking or advise utility to call or send maps to caller.

IF CALLER WILL BE POTHOLING:

Potholing is a form of excavation. Therefore, this type of work is governed by the Idaho Code Damage Prevention Act.

IF CALLER CALLS BACK STATING NO RESPONSE ON PRE-DESIGN:

Digline will provide phone numbers to the requestor to contact utility companies directly.
